The safest early answer is not a long transport line. It is a short contained route from a basin into nearby Sand so you can see whether Water is leaking, evaporating into Steam, or simply missing the mixing point.
Early Water becomes hard to trust when it travels too far over flat ground, leaks through diagonal corners, or hits heat and becomes a Steam problem. That is why the route stays short and visible.
